No match on any list

As at 8 October 2026, no Alkagesta group entity appeared on:

The OFAC Specially Designated Nationals list (United States)

The EU Consolidated Sanctions List

The UN Security Council Consolidated List

The UK OFSI / HM Treasury Consolidated List

The Swiss SECO sanctions list

The same searches returned no listing for the controlling shareholder, Kamran Firudin Aghayev, or for any registered director. None of the shareholders or directors of Alkagesta Ltd and related entities are politically exposed or designated persons.

Checked monthly, published with the date

Alkagesta does not make a general claim of clearance. It publishes a specific check against named lists, with the date it was run. The check is repeated monthly; the July, September and October 2026 runs all returned no match. Screening reports from LSEG World-Check (2 October 2026) and Dow Jones Risk & Compliance (22 June 2026), the two databases most banks rely on, are also published.

Operating inside the EU regime

Alkagesta Ltd is incorporated in Malta (C 85915) and trades within the EU, so it operates under the EU sanctions regime as implemented in Maltese law. The Sanctions Monitoring Board oversees the regime at national level, and Transport Malta requires vessel-level due-diligence declarations before every port call under Port Notice No. 10 of 2025. No cargo is discharged at the Evos or Delimara terminals without clearance from both, together with the terminal authority and Maltese Customs.

Before each transaction, Alkagesta screens its banks, chartered vessels and counterparties against the same OFAC, EU, UK and UN lists, using World-Check, Windward, Purple Trac, SeaSearcher, Moody’s Analytics and Factiva Dow Jones under its published compliance framework. The company does not trade Russian-origin crude or refined products.

Verify it yourself

The five searches above are public. Corporate standing is on the Malta Business Registry, UK Companies House and GLEIF. Orkhan Rustamov, Chief Executive Officer at Alkagesta, and the leadership team maintain the full disclosure on the transparency hub. Any online claim that Alkagesta is sanctioned has never cited a listing on any of these authorities, because there is none.
